Le D\u00e9mocrate de Betzdorf – Le bulletin d’information du Parti D\u00e9mocratique de Betzdorf<\/strong><\/p>\n\n\n\n

1. Bilan apr\u00e8s un an et demi de mandat<\/strong><\/p>\n\n\n\n

En juin 2023, Patrick Lamh\u00e8ne et moi avons eu le grand honneur d’\u00eatre \u00e9lus au conseil communal par vous pour le Parti D\u00e9mocratique. Apr\u00e8s 1\/4 de mandat, il est \u00e9galement temps pour nous de vous faire un rapport sur ce qui s’est pass\u00e9 dans notre commune, et plus particuli\u00e8rement dans notre conseil communal.<\/p>\n\n\n\n

Tout d\u2019abord, il est important de souligner que les relations personnelles au sein du conseil communal sont excellentes. Pourquoi est-ce important ? Malheureusement, ce n\u2019est pas le cas dans toutes les communes et cela nous permet de nous concentrer sur l\u2019essentiel : faire notre travail. Avec pr\u00e8s de 15 s\u00e9ances de conseil communal et de travail, on peut d\u00e9j\u00e0 dire que nous avons \u00e9t\u00e9 tr\u00e8s actifs.<\/p>\n\n\n\n

Le principal sujet chaque ann\u00e9e est bien s\u00fbr le budget. Nous y reviendrons plus loin dans la brochure.<\/p>\n\n\n\n

En g\u00e9n\u00e9ral, la plupart des d\u00e9cisions ont \u00e9t\u00e9 prises \u00e0 l’unanimit\u00e9, mais nous avons \u00e9galement soumis ou discut\u00e9 quelques amendements, propositions ou motions constructifs – en plus de nos questions traditionnelles bien s\u00fbr, y compris, par exemple, le nom temporaire de \u00ab Syrdalmetropol \u00bb comme compromis \u00e0 \u00e9t\u00e9 chang\u00e9 en \u00ab Syrdallgemeng\u00bb.<\/p>\n\n\n\n

Pour moi personnellement, ce fut aussi une opportunit\u00e9 fantastique de conna\u00eetre le sujet, de participer \u00e0 des formations et ensuite d\u2019appliquer cela au sein du conseil communal.<\/p>\n\n\n\n

Dans l\u2019ensemble, on peut dire que l\u2019ambiance est coll\u00e9giale et constructive. En tant que DP, nous nous engageons r\u00e9solument \u00e0 mener une politique d\u2019opposition constructive \u2013 dans l\u2019int\u00e9r\u00eat de nous tous et sans r\u00e9flexes partisans. – Hugo Da Costa (conseiller communal)<\/p>\n\n\n\n

2. Message du pr\u00e9sident de la section<\/strong><\/p>\n\n\n\n

Chers concitoyens de la commune de Betzdorf,<\/p>\n\n\n\n

Ensemble, nous entrons dans une nouvelle ann\u00e9e et en 2025, nos repr\u00e9sentants au conseil communal repr\u00e9senteront \u00e9galement vos int\u00e9r\u00eats au niveau communal.<\/p>\n\n\n\n

Hugo Da Costa et Patrick Lamh\u00e8ne font un travail constructif au sein du conseil communal en examinant r\u00e9guli\u00e8rement les projets et initiatives et en soumettant eux-m\u00eames des propositions.<\/p>\n\n\n\n

Si l’on regarde les finances, on constate que le CSV et le LSAP ont \u00e9puis\u00e9 en un peu plus d’un mandat la r\u00e9serve de 28 millions d’euros qu’ils avaient reprise. Notre commune devra probablement contracter prochainement son premier emprunt, ce qui n’est pas un probl\u00e8me en soi, mais doit \u00eatre l’exception absolue. Nous, au DP, avions d\u00e9j\u00e0 annonc\u00e9 cette \u00e9volution lors des derni\u00e8res \u00e9lections.<\/p>\n\n\n\n

De nombreux investissements ont \u00e9t\u00e9 r\u00e9alis\u00e9s, dont la plupart \u00e9taient judicieux et n\u00e9cessaires, et que nous soutenons \u00e9galement. Mais m\u00eame si de nouvelles places en cr\u00e8che sont n\u00e9cessaires, il ne doit pas forc\u00e9ment s\u2019agir d’un \u00ab projet phare \u00bb, qui co\u00fbtera au final plus de 24 millions d’euros avec un peu plus d’un million d’euros de subventions de l’\u00c9tat. \u00c0 l\u2019avenir, nous devrons certainement aborder les projets avec plus de mesure.<\/p>\n\n\n\n

Compte tenu de la fr\u00e9quence \u00e9lev\u00e9e des nouveaux projets ces derni\u00e8res ann\u00e9es, nous consid\u00e9rons \u00e9galement, par exemple, que l’impact des investissements sur le budget ordinaire (\u00ab co\u00fbts de fonctionnement \u00bb, pour ainsi dire) doit \u00eatre pris en compte. L\u2019avenir nous montrera comment nos d\u00e9penses \u00e9volueront et si la situation actuelle est tenable.<\/p>\n\n\n\n

Le fait est que les possibilit\u00e9s de r\u00e9aliser de gros investissements ne seront pas disponibles dans les ann\u00e9es \u00e0 venir, du moins pas au m\u00eame rythme.<\/p>\n\n\n\n

Outre la situation budg\u00e9taire, il est \u00e9galement important et n\u00e9cessaire de parler de mani\u00e8re transparente des projets qui sont encore en attente, notamment le projet de maison de retraite, qui ne sera achev\u00e9 ni aujourd’hui ni demain. Bien s\u00fbr, des \u00e9tudes initiales ont \u00e9t\u00e9 command\u00e9es, mais avant que le ruban soit coup\u00e9, beaucoup d\u2019eau pourra encore passer par la Syre. Et cela doit \u00e9galement \u00eatre communiqu\u00e9 \u00e0 la population de cette mani\u00e8re.<\/p>\n\n\n\n

M\u00eame si nous sommes votre voix au sein du conseil communal, ce qui compte, c\u2019est que nous continuons \u00e0 viser une coop\u00e9ration constructive avec tous les acteurs politiques du conseil communal – dans votre int\u00e9r\u00eat.<\/p>\n\n\n\n

3. Un mot pour nos clubs<\/strong><\/p>\n\n\n\n

Chers tous,<\/p>\n\n\n\n

Je voulais profiter de ces quelques lignes pour remercier tous nos b\u00e9n\u00e9voles qui s’activent dans nos clubs.<\/p>\n\n\n\n

Leur engagement contribue substantiellement \u00e0 la coh\u00e9sion de nos concitoyens, \u00e0 travers divers moyens, qu\u2019il s\u2019agisse du sport, de la culture ou de la vie associative.<\/p>\n\n\n\n

Merci \u00e9galement \u00e0 nos dirigeants politiques, qui non seulement soutiennent financi\u00e8rement nos clubs, mais les soutiennent \u00e9galement avec les infrastructures n\u00e9cessaires.<\/p>\n\n\n\n

Et enfin, merci \u00e0 tous nos concitoyens qui soutiennent activement et passivement nos clubs. – Patrick Lamh\u00e8ne (conseiller municipal)<\/p>\n\n\n\n

4. Le budget communal<\/strong><\/p>\n\n\n\n

Une commune sans argent est comme une voiture sans roues : m\u00eame avec une forte volont\u00e9, on ne peut pas vraiment avancer. Car oui, pour mettre en \u0153uvre une politique, il faut non seulement des ressources humaines mais aussi des ressources financi\u00e8res.<\/p>\n\n\n\n

On m\u2019a dit un jour (vraiment) : \u00ab Ah Betzdorf ! La commune o\u00f9 l\u2019on pourrait construire des trottoirs dor\u00e9s ! \u00bb. C’\u00e9tait autrefois. Oui, la commune avait des avantages que tout le monde conna\u00eet. En raison de la situation \u00e9conomique et notamment de la r\u00e9forme du financement des communes, ce n\u2019est plus le cas. Nous en recevons toujours proportionnellement beaucoup, mais la situation est diff\u00e9rente. Betzdorf doit d\u00e9sormais \u00e9galement pr\u00eater attention \u00e0 la destination de l’argent et \u00e9valuer ce qui est indispensable et ce qui est superficiel ou \u00ab nice to have \u00bb.<\/p>\n\n\n\n

Les investissements historiquement \u00e9lev\u00e9s r\u00e9alis\u00e9s par la derni\u00e8re coalition Rouge-Noir et l\u2019actuelle coalition Noir-Rouge \u00e9taient n\u00e9cessaires pour continuer \u00e0 fournir un service de qualit\u00e9 \u00e0 nos citoyens. M\u00eame s\u2019il n\u2019\u00e9tait pas n\u00e9cessaire de r\u00e9aliser tous les projets en m\u00eame temps. Mais en principe, c\u2019\u00e9taient \u2013 \u200b\u200bet ce sont toujours \u2013 de bons projets.<\/p>\n\n\n\n

Et maintenant ? Qu’en est-il du budget 2025 ?<\/p>\n\n\n\n

L\u2019inflation a \u00e9galement eu des r\u00e9percussions sur le budget communal. Pour les communes aussi, tout est devenu plus cher. Il est donc parfois difficile pour une commune d\u2019acc\u00e9der \u00e0 des liquidit\u00e9s. Un pr\u00eat de 3,5 millions d’euros est pr\u00e9vu pour le budget 2025, justement pour contrer ce manque de liquidit\u00e9s. En tant que DP, nous ne sommes pas contre le principe de l\u2019emprunt, \u00e0 condition qu\u2019il ait un objectif r\u00e9el. Cela ne devrait donc pas devenir une habitude. Dans ce cas, comme un emprunt n’a pas \u00e9t\u00e9 n\u00e9cessaire l’ann\u00e9e derni\u00e8re, ce serait le premier de la commune de Betzdorf et il serait prolong\u00e9 \u00e0 10 ans, de sorte que l’impact sur les budgets futurs demeure minime.<\/p>\n\n\n\n

Fondamentalement, on peut aussi dire qu\u2019il s\u2019agit d\u2019un budget de transition, d\u2019une phase d\u2019investissements importants \u00e0 une phase o\u00f9 il se passe moins de choses, mais o\u00f9 les investissements continuent. Cela ressort \u00e9galement du fait que le budget actuel est une continuation ou une prolongation des pr\u00e9c\u00e9dents. L’ach\u00e8vement de nombreux projets est pr\u00e9vu, mais peu de nouveaux projets (relativement) majeurs ou de nouveaux investissements sont \u00e0 l’ordre du jour.<\/p>\n\n\n\n

Une occasion parfaite pour reprendre notre souffle et voir o\u00f9 nous en sommes en tant que commune, mais surtout de voir o\u00f9 nous allons en tant que commune.<\/p>\n\n\n\n

Le budget qui nous a \u00e9t\u00e9 pr\u00e9sent\u00e9 est un budget que nous, le Parti d\u00e9mocratique, soutenons parce qu\u2019il :<\/p>\n\n\n\n

contient un certain nombre de nos propositions ou initiatives <\/p>\n\n\n\n

est un budget de prudence et de responsabilit\u00e9<\/p>\n\n\n\n

Ce que nous devons garder \u00e0 l’esprit, ce sont nos d\u00e9penses ordinaires, c’est-\u00e0-dire les d\u00e9penses que la commune a dans sa \u00ab gestion quotidienne \u00bb, pour lui permettre d’avoir un exc\u00e9dent respectable et r\u00e9gulier, afin que nous puissions continuer \u00e0 investir par petits pas.<\/p>\n\n\n\n

Nous continuerons certainement \u00e0 fournir nos commentaires constructifs dans ce sens.<\/p>\n\n\n\n

5. Notre nouveau membre : Greg Saeul<\/strong><\/p>\n\n\n\n

Je suis devenu membre du DP il y a plus de 20 ans. Personnellement, j\u2019ai toujours \u00e9t\u00e9 convaincu de valeurs telles que les libert\u00e9s individuelles, l\u2019\u00e9galit\u00e9 des chances, l\u2019int\u00e9gration europ\u00e9enne, la croissance \u00e9conomique dans un march\u00e9 libre et le progr\u00e8s social.<\/p>\n\n\n\n

J\u2019ai \u00e9galement retrouv\u00e9 ces principes au sein du Parti d\u00e9mocratique et j\u2019ai vu comment ses mandataires les d\u00e9fendent et les mettent en \u0153uvre dans la vie politique quotidienne. Pour moi, le DP est un parti qui a toujours cherch\u00e9 et promu une politique dans laquelle chaque personne devrait avoir la possibilit\u00e9 de fa\u00e7onner sa vie et sa libert\u00e9, avec des droits individuels, mais aussi une responsabilit\u00e9 personnelle pour une soci\u00e9t\u00e9 moderne et juste.<\/p>\n\n\n\n

Je suis toujours heureux de constater, dans les \u00e9changes amicaux avec des coll\u00e8gues motiv\u00e9s du parti, combien grande est la volont\u00e9 de travailler ensemble vers un avenir positif.<\/p>\n\n\n\n

Aujourd\u2019hui plus que jamais, je salue l\u2019engagement ind\u00e9fectible du DP en faveur d\u2019une Union europ\u00e9enne forte o\u00f9 chaque personne peut vivre en paix et dans le respect mutuel.<\/p>\n\n\n\n

Je trouve \u00e9galement que c\u2019est un aspect important pour nos entreprises afin qu\u2019elles puissent continuer \u00e0 proposer leurs produits et services sur un march\u00e9 libre et ainsi assurer la croissance \u00e9conomique. Ce n\u2019est qu\u2019ensemble que nous serons suffisamment forts pour continuer \u00e0 jouer un r\u00f4le politique et \u00e9conomique dans notre monde globalis\u00e9.<\/p>\n\n\n\n

6. Maison de retraite et pharmacie : o\u00f9 en sommes-nous ?<\/strong><\/p>\n\n\n\n

Nous savons que le sujet de la maison de retraite et l’annonce r\u00e9cente du coll\u00e8ge \u00e9chevinal concernant d’\u00e9ventuelles discussions avec les autorit\u00e9s pour acqu\u00e9rir une pharmacie sont importants pour vous. C’est une bonne chose pour notre municipalit\u00e9, et la proposition d’amener une pharmacie sur le territoire municipal \u00e9tait m\u00eame inscrite \u00e0 notre programme \u00e9lectoral et a \u00e9t\u00e9 adopt\u00e9e par le conseil.<\/p>\n\n\n\n

Bien que ces id\u00e9es soient importantes et justes, il faut noter que leur mise en \u0153uvre n\u2019est malheureusement pas pour demain. Nous nous engageons \u00e0 interroger r\u00e9guli\u00e8rement le conseil sur l\u2019\u00e9tat d\u2019avancement de ces projets et souhaitons garantir que ces informations soient trait\u00e9es et partag\u00e9es de mani\u00e8re transparente.<\/p>\n\n\n\n

Le projet de maison de retraite est actuellement en n\u00e9gociation avec diff\u00e9rents intervenants. Quant \u00e0 la pharmacie, le projet est sur la table du minist\u00e8re : les discussions sont en cours et le conseil municipal a donn\u00e9 un avis positif.<\/p>\n\n\n\n

7. Le point national<\/strong><\/p>\n\n\n\n

Au Luxembourg, beaucoup de gens se portent bien. Et c\u2019est la t\u00e2che de la politique de veiller \u00e0 ce que cela reste ainsi. Cependant, il existe \u00e9galement des familles au Luxembourg pour lesquelles les temps sont plus durs. Et c\u2019est le devoir de la politique de les d\u00e9fendre et de les soutenir.<\/p>\n\n\n\n

Le budget 2025 poursuit le fil SOCIAL-LIB\u00c9RAL :<\/p>\n\n\n\n

– Le salaire minimum augmente de 2,6 % + exon\u00e9ration d’imp\u00f4t<\/p>\n\n\n\n

– Cette ann\u00e9e, 2,5 tranches d’indice seront ajout\u00e9es et les imp\u00f4ts seront r\u00e9duits pour tous.<\/p>\n\n\n\n

– Les monoparentaux b\u00e9n\u00e9ficient d’une aide plus importante<\/p>\n\n\n\n

– Des mesures fiscales pour stimuler le march\u00e9 immobilier<\/p>\n\n\n\n

– L\u2019\u00c9tat investit massivement pour cr\u00e9er davantage et plus rapidement des logements abordables.<\/p>\n\n\n\n

– L\u2019imp\u00f4t sur les soci\u00e9t\u00e9s est r\u00e9duit de 1%, ce qui permet de pr\u00e9server les emplois et d\u2019en cr\u00e9er de nouveaux.<\/p>\n\n\n\n

En 2024, le Parti d\u00e9mocrate a \u00e9t\u00e9 \u00e0 la hauteur de ses responsabilit\u00e9s. Au cours des prochaines ann\u00e9es, nous continuerons \u00e0 d\u00e9fendre les int\u00e9r\u00eats du pays et de sa population, tant au niveau communal que national.<\/p>\n\n\n\n

  1. Review after one and a half years in office
    <\/strong>In June 2023, Patrick Lamh\u00e8ne and I, Hugo Da Costa, had the great honour of being elected to the municipal council by you for the Democratic Party. After 1.5 years, it is also time for us to report to you on what happened in our municipality and more specifically in our municipal council.
    First, it is important to emphasise that the personal relationships within the members of the municipal council are excellent. Why is this important? This allows us to concentrate on the essential actions and doing our work for you. With almost 15 municipal councils and working meetings we can already say that we have been very active.
    The main topic each year is of course the budget. We will come back to this later in the brochure.
    In general, most decisions were taken unanimously but we also submitted and discussed some constructive amendments, proposals or motions \u2013 in addition to our traditional questions, they included for example the temporary name of \u201cSyrdalmetropol\u201d. As a compromise it was changed to \u201cSyrdallgemeng\u201d.
    For me personally, it was also a fantastic opportunity to get to know the subject, to participate in training and then to apply this in the municipal council.
    Overall, one can say that the atmosphere is mutual and constructive. As DP, we are firmly committed to pursuing a policy of constructive opposition \u2013 in the interest of all of us and without biased reflexes. \u2013 Hugo Da Costa (municipal councillor)<\/li>\n<\/ol>\n\n\n\n

    2. Message from the section president
    <\/strong>Dear fellow citizens of the municipality of Betzdorf,
    Together, we are entering a new year and in 2025, our representatives in the municipal council will also represent your interests at the municipal level.
    Patrick Lamh\u00e8ne and Hugo Da Costa are doing constructive work in the municipal council by regularly examining projects and initiatives and submitting proposals themselves.
    If we look at the finances, we see that the CSV and the LSAP have exhausted the reserve of 28 million euros that they had taken over in just over one term. Our municipality will probably have to take out its first loan soon, which is not a problem in itself, but must be the absolute exception. We, in the DP had already announced this development during the last elections.
    Many investments have been made, most of which were sensible and necessary and which we also support. Even if new nursery places are necessary it does not necessarily have to be a \u201cflagship project\u201d which will ultimately cost more than 24 million euros with just over a million euros in state subsidies. In the future, we will certainly have to approach projects with more moderation.
    Given the high frequency of new projects in recent years, we also believe for example that the impact of investments on the ordinary budget (\u201coperating costs\u201d, so to speak) must be considered. The future will show us how our expenditure will develop and whether the current situation is sustainable.
    The fact is that the possibilities for making large investments will not be available in the coming years, at least not at the same pace.
    In addition to the budgetary situation, it is crucial to communicate transparently about the pending projects, including the retirement home, which will not be completed soon. While initial studies have been commissioned, it will take considerable time before the ribbon is cut. Much like the Syre River, many more waters will flow before we reach that milestone. This must be clearly communicated to the population.
    Even if we are your voice in the municipal council what matters is that we continue to aim for constructive cooperation with all political actors in the municipal council in your interest.
    In this sense, and on behalf of the entire committee, I wish you and your loved ones that the year 2025 will be marked by happiness, joy and above all, health.

    3. A word for our clubs
    <\/strong>Dear all,
    I wanted to take advantage of these few lines to thank all our volunteers who are active in our clubs.
    Their commitment contributes substantially to the cohesion of our fellow citizens through various means whether it be sport, culture or community life.
    Thank you also to our political leaders who not only support our clubs financially but also support them with the necessary infrastructure.
    And finally, thank you to all our fellow citizens who actively and passively support our clubs.

    4. The municipal budget
    <\/strong>A municipality without money is like a car without wheels. Even with a strong will, you can\u2019t really move forward because to implement a policy you need not only human resources but also financial resources.
    Unbelievably, someone once said to me: \u201cAh Betzdorf! The municipality where you could build golden sidewalks!\u201d. Yes, the municipality had advantages that everyone knows from the past. But due to the economic situation, and particularly the reform of municipal financing this is no longer the case. We still receive a lot proportionally, but the situation is different. Betzdorf must now also pay attention to where the money is going and assess what is indispensable, superficial or \u201cnice to have\u201d.
    The historically high investments made by the last Red-Black coalition and the current Black-Red coalition were necessary to continue to provide a quality service to our citizens. Even if it was not necessary to carry out all the projects at the same time. But in principle, these were and still are good projects.
    And now? What about the 2025 budget?
    Inflation has also had an impact on the municipal budget. For municipalities, everything has also become more expensive. This means that it is sometimes difficult for a municipality to access liquidity. A loan of 3.5 million euros is planned for the 2025 budget, precisely to counteract this lack of liquidity. As DP, we are not against the principle of borrowing, if it has a real objective. This should therefore not become a habit. In this case, since a loan was not required last year, it would be the first for the municipality of Betzdorf and it would be extended to 10 years so that the impact on future budgets remains minimal.
    Basically, it can also be said that this is a transitional budget from a phase of major investments to a phase where less is happening, but investments continue. This is also evident from the fact that the current budget is a continuation or extension of the previous ones. The completion of projects are planned, but few new (relatively) major projects or new investments are on the agenda.
    A perfect opportunity to catch our breath and see where we are as a municipality, but above all to see where we are going as a municipality.
    The budget that has been presented to us is a budget that we, the Democratic Party, support because it:
    i. Contains several of our proposals or initiatives
    ii. Is a budget of caution and responsibility
    What we must keep in mind are our ordinary expenses that the municipality has in its \u201cdaily management\u201d, to allow it to have a respectable and regular surplus, so that we can continue to invest in small steps.
    We will certainly continue to provide our constructive comments in this sense.<\/p>\n\n\n\n

    5. Our new member: Greg Saeul
    <\/strong>I became a member of the DP more than 20 years ago. Personally, I have always been convinced by the values such as individual freedoms, equal opportunities, European integration, economic growth in a free market and social progress.
    I have also found these principles within the Democratic Party, and I have seen how its representatives defend and implement them in daily political life. For me, the DP is a party that has always sought and promoted a policy in which every person should have the opportunity to shape their life and freedom with individual rights, but also personal responsibility for a modern and just society.
    I am always pleased to see friendly exchanges with motivated party colleagues and how great is the will to work together towards a positive future.
    Today more than ever, I welcome the DP\u2019s unwavering commitment to a strong European Union where everyone can live in peace and mutual respect.
    I also find this an important aspect for our companies so that they can continue to offer their products and services on a free market and thus ensure economic growth. Only together will we be strong enough to continue to play a political and economic role in our globalised world.<\/p>\n\n\n\n

    6. Nursing homes and pharmacies: where are we now?
    <\/strong>We know that the subject of the retirement home and the recent announcement by the college of aldermen regarding possible discussions with the authorities to acquire a pharmacy are important to you. This is a good thing for our municipality and the proposal to bring a pharmacy to the municipal territory was even included in our electoral program and was adopted by the council.
    Although these ideas are important and fair, it should be noted that their implementation is unfortunately not quick. We are committed to regularly questioning the council on the progress of these projects and wish to ensure that this information is processed and shared transparently.
    The retirement home project is currently under negotiation with various stakeholders. As for the pharmacy, the project is on the table of the ministry and discussions are underway with the municipal council giving a positive opinion.<\/p>\n\n\n\n

      <\/strong>In Luxembourg, many people are doing well, and it is the task of politicians to ensure that this remains so. However, there are also families in Luxembourg for whom times are harder and it is the duty of politicians to defend and support them.
      The 2025 budget continues the SOCIAL-LIBERAL thread:

      \u2013 This year, 2.5 index brackets will be added and taxes will be reduced for everyone.

      \u2013 Tax measures to stimulate the real estate market
      \u2013 The state is investing heavily to create more and faster affordable housing.
      \u2013 Corporate tax is reduced by 1%, which helps to preserve jobs and create new ones.
      In 2024, the Democratic Party has lived up to its responsibilities. In the coming years, we will continue to defend the interests of the country and its people both at the municipal and national levels.<\/li>\n<\/ol>\n\n\n\n
