Zum Wesentlichen geh\u00f6rte nat\u00fcrlich die Unterst\u00fctzung der lokalen Vereine und Gesch\u00e4fte in dieser schweren Zeit. Leider hat der Sch\u00f6ffenrat das Wort \u201ePriorit\u00e4ten\u201c f\u00fcr den Haushalt 2022 schon wieder vergessen\u2026 Auf die weitere Entwicklung &#8211; auch der Zinsen &#8211; darf man gespannt sein!<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Beispiele f\u00fcr verpa\u00dftes Einsparpotenzial<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Die <em>Kleederstuff<\/em>: Anstatt ein neues Ladenlokal zu kaufen, w\u00e4re die Anmietung eines leerstehenden Gesch\u00e4fts in der Fu\u00dfg\u00e4ngerzone f\u00fcr die DP Maacher eine g\u00fcnstigere Alternative gewesen.<\/li>\n\n\n\n<li>Das Haus Nr. 3, Marktplatz: Den Ankauf zur Nutzung als B\u00fcrofl\u00e4che haben die drei DP Gemeinder\u00e4te mitgetragen, aber nicht den anschlie\u00dfenden Kostenvoranschlag von 843.000 Euro f\u00fcr den Umbau &#8211; eine zum jetzigen Zeitpunkt nicht akzeptable Ausgabe.<\/li>\n\n\n\n<li>Die Riesenrutsche im Freibad: Macht zwar Spa\u00df, lockt aber keine zus\u00e4tzlichen G\u00e4ste ins Freibad und ist daher schlicht zu teuer.&nbsp;<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Personalpolitik<\/strong><\/h2>\n\n\n\n<p>Eine Reorganisation der einzelnen Dienststellen tut not, nur so w\u00e4re ein effizienteres Arbeiten zum Nutzen der B\u00fcrger zu erreichen.&nbsp;<\/p>\n\n\n\n<p>Die Einstellung eines Gemeinde-Finanzberaters war schlicht unn\u00f6tig: Die Leitlinien setzt der Sch\u00f6ffenrat, eine entsprechende Beratung \u00fcbernimmt die Finanzkommission (und kein vom Sch\u00f6ffenrat angestellter <em>Experte<\/em>). Finanzberater stehen der Gemeinde au\u00dferdem bei jeder Bank zur Verf\u00fcgung.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Projekte<\/strong><\/h2>\n\n\n\n<p>Eine Reihe der Bauten und Bauvorhaben des Sch\u00f6ffenrates sind erwiesenerma\u00dfen nicht auf dessen Ideenfundus entsprungen, sondern wurden bereits vom fr\u00fcheren DP\/LSAP-Sch\u00f6ffenrat angesto\u00dfen.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>der Ideenwettbewerb f\u00fcr die Gestaltung des Marktplatzes<\/li>\n\n\n\n<li>der Stufenplatz hin zur Moselpromenade (rue Victor Prost)<\/li>\n\n\n\n<li>die Weinstube mit Restaurant (heutiges Bistro Quai)<\/li>\n\n\n\n<li>eine Tiefgarage in der rue des Remparts\/rue de l\u2019H\u00f4pital<\/li>\n\n\n\n<li>die Verlegung der Sporthalle an den Ortsrand <em>op Flohr<\/em><\/li>\n\n\n\n<li>die Umgestaltung des bisherigen Sport- und Kulturzentrums in ein reines Kulturzentrum.<\/li>\n<\/ul>\n\n\n\n<p>All diese Projekte wurden und werden von der DP Maacher <strong>kritisch und konstruktiv<\/strong> mitgetragen. Dass dies mehr als notwendig ist, zeigt sich insbesondere beim Bau des neuen Kulturzentrums: Anfangs wollte der Sch\u00f6ffenrat das Geb\u00e4ude nach einem Teilabriss nur umbauen und auf den Bau neuer Parkm\u00f6glichkeiten ganz verzichten. Ein Ding der Unm\u00f6glichkeit! Erst nach eingehenden Diskussionen, in denen die DP Maacher auf die M\u00e4ngel und verpassten Chancen aufmerksam machte, wurde die Planung entsprechend ge\u00e4ndert und dann vom Gemeinderat mehrheitlich angenommen.<\/p>\n\n\n\n<h1 class=\"wp-block-heading\"><strong>Gemeindefinanzen seit 2012 \u2013 ganz konkret!<\/strong><\/h1>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Damals<\/strong><\/h2>\n\n\n\n<p>Die Summe der Anleihen belief sich am 1. Januar 2012 auf <strong>10.687.586\u20ac<\/strong>. Mit diesem Geld wurden von der damaligen DP\/LSAP Koalition vor allem die kommunalen Schulinfrastrukturen runderneuert und das neue Rathaus gebaut.<\/p>\n\n\n\n<p>Die ausgezahlten Geh\u00e4lter beliefen sich im Jahr 2011 auf 4.806.810\u20ac.<\/p>\n\n\n\n<p>Dazu der damalige Oppositionsf\u00fchrer L\u00e9on Gloden:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>\u201eeen ugestrengt finanziell Charge\u201c<\/li>\n\n\n\n<li>\u201eeen Hauhaltskonsolid\u00e9ierung as n\u00e9ideg\u201c<\/li>\n\n\n\n<li>\u201ekeng Plaz fir expansiv Personalpolitik\u201c<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Heute<\/strong><\/h2>\n\n\n\n<p>Nach elf Jahren unter CSV\/D\u00e9i Gr\u00e9ng F\u00fchrung sieht die Sache so aus:<\/p>\n\n\n\n<p>Wenn die im Haushaltsplan 2022 aufgef\u00fchrten Projekte realisiert werden, wird sich die Summe der Anleihen, die die Gemeinde seit 2013 aufgenommen hat, auf insgesamt <strong>43.200.000\u20ac<\/strong> belaufen &#8211; les dettes doivent \u00eatre rembours\u00e9es un jour-, a pu \u00eatre frein\u00e9e gr\u00e2ce \u00e0 l&#8217;appel des conseillers communaux DP pour l&#8217;ann\u00e9e Covid 2021, avec un recentrage sur l&#8217;essentiel et ce qui est financi\u00e8rement r\u00e9alisable. L&#8217;essentiel, c&#8217;\u00e9tait bien s\u00fbr le soutien aux associations et aux commerces locaux pendant cette p\u00e9riode difficile. Malheureusement, le conseil \u00e9chevinal a d\u00e9j\u00e0 oubli\u00e9 le mot &#8220;priorit\u00e9s&#8221; pour le budget 2022\u2026 On attend avec impatience la suite des \u00e9v\u00e9nements, y compris les int\u00e9r\u00eats !<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong><strong>Exemples d&#8217;\u00e9conomies potentielles manqu\u00e9es<\/strong><\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>La &#8216;Kleederstuff&#8217; : au lieu d&#8217;acheter un nouveau local commercial, la location d&#8217;un magasin inoccup\u00e9 dans la zone pi\u00e9tonne aurait \u00e9t\u00e9 une alternative plus avantageuse pour le DP Maacher.<\/li>\n\n\n\n<li>La maison n\u00b0 3, place du march\u00e9 : les trois conseillers municipaux DP ont soutenu l&#8217;achat pour l&#8217;utiliser comme espace de bureaux, mais pas le devis de 843.000 euros qui a suivi pour la transformation &#8211; une d\u00e9pense inacceptable \u00e0 l&#8217;heure actuelle.<\/li>\n\n\n\n<li>Le toboggan g\u00e9ant de la piscine en plein air : il est certes amusant, mais n&#8217;attire pas de clients suppl\u00e9mentaires \u00e0 la piscine en plein air et est donc tout simplement trop cher.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong><strong>Politique du personnel<\/strong><\/strong><\/h2>\n\n\n\n<p>Une r\u00e9organisation des diff\u00e9rents services s&#8217;impose, c&#8217;est la seule fa\u00e7on de travailler plus efficacement au profit des citoyens.<\/p>\n\n\n\n<p>L&#8217;embauche d&#8217;un conseiller financier communal \u00e9tait tout simplement inutile : les lignes directrices sont fix\u00e9es par le coll\u00e8ge \u00e9chevinal, et c&#8217;est la commission des finances (et non un &#8216;expert&#8217; engag\u00e9 par le coll\u00e8ge \u00e9chevinal) qui se charge de donner des conseils en la mati\u00e8re. Des conseillers financiers sont en outre \u00e0 la disposition de la commune aupr\u00e8s de chaque banque.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong><strong>Les projets<\/strong><\/strong><\/h2>\n\n\n\n<p>Il est av\u00e9r\u00e9 qu&#8217;un certain nombre de constructions et de projets de construction du coll\u00e8ge \u00e9chevinal ne sont pas issus de sa r\u00e9serve d&#8217;id\u00e9es, mais ont d\u00e9j\u00e0 \u00e9t\u00e9 initi\u00e9s par l&#8217;ancien coll\u00e8ge \u00e9chevinal DP\/LSAP.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>le concours d&#8217;id\u00e9es pour l&#8217;am\u00e9nagement de la place du march\u00e9<\/li>\n\n\n\n<li>la place en gradins vers la promenade de la Moselle (rue Victor Prost)<\/li>\n\n\n\n<li>le bar \u00e0 vin avec restaurant (l&#8217;actuel Bistro Quai)<\/li>\n\n\n\n<li>un parking souterrain dans la rue des Remparts\/rue de l&#8217;H\u00f4pital<\/li>\n\n\n\n<li>le d\u00e9placement de la salle de sport vers la p\u00e9riph\u00e9rie &#8216;op Flohr&#8217;.<\/li>\n\n\n\n<li>la transformation de l&#8217;actuel centre sportif et culturel en un centre purement culturel.<\/li>\n<\/ul>\n\n\n\n<p>Tous ces projets ont \u00e9t\u00e9 et sont toujours soutenus de mani\u00e8re critique et constructive par le DP Maacher. La construction du nouveau centre culturel montre notamment que cela est plus que n\u00e9cessaire : Au d\u00e9but, le Conseil \u00e9chevinal voulait seulement reconstruire le b\u00e2timent apr\u00e8s une d\u00e9molition partielle et renoncer totalement \u00e0 la construction de nouvelles possibilit\u00e9s de parking. Une impossibilit\u00e9 ! Ce n&#8217;est qu&#8217;apr\u00e8s des discussions approfondies, au cours desquelles le DP Maacher a attir\u00e9 l&#8217;attention sur les lacunes et les occasions manqu\u00e9es, que la planification a \u00e9t\u00e9 modifi\u00e9e en cons\u00e9quence, puis adopt\u00e9e \u00e0 majorit\u00e9 par le conseil communal.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><\/li>\n<\/ul>\n\n\n\n<h1 class=\"wp-block-heading\"><strong><strong>Les finances communales depuis 2012 &#8211; tr\u00e8s concr\u00e8tement !<\/strong><\/strong><\/h1>\n\n\n\n<h2 class=\"wp-block-heading\"><strong><strong>\u00c0 l&#8217;\u00e9poque<\/strong><\/strong><\/h2>\n\n\n\n<p>Le 1er janvier 2012, le montant des emprunts s&#8217;\u00e9levait \u00e0 10.687.586\u20ac. Avec cet argent, la coalition DP\/LSAP de l&#8217;\u00e9poque a surtout r\u00e9nov\u00e9 les infrastructures scolaires communales et construit le nouvel h\u00f4tel de ville.<\/p>\n\n\n\n<p>Les salaires vers\u00e9s en 2011 s&#8217;\u00e9levaient \u00e0 4.806.810\u20ac.<\/p>\n\n\n\n<p>Le chef de l&#8217;opposition de l&#8217;\u00e9poque, L\u00e9on Gloden, a d\u00e9clar\u00e9 \u00e0 ce sujet :<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>&#8220;een ugestrengt finanzielle Charge&#8221;.<\/li>\n\n\n\n<li>een Hauhaltskonsolid\u00e9ierung as n\u00e9ideg&#8221; (&#8220;une consolidation budg\u00e9taire sera n\u00e9cessaire&#8221;)<\/li>\n\n\n\n<li>keng Plaz fir expansiv Personalpolitik&#8221; (pas de place pour une politique du personnel expansive).<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong><strong>Aujourd&#8217;hui<\/strong><\/strong><\/h2>\n\n\n\n<p>Apr\u00e8s onze ans de gestion CSV\/D\u00e9i Gr\u00e9ng, la situation est la suivante :<\/p>\n\n\n\n<p>Si les projets mentionn\u00e9s dans le budget 2022 sont r\u00e9alis\u00e9s, le montant total des emprunts contract\u00e9s par la commune depuis 2013 s&#8217;\u00e9l\u00e8vera \u00e0 43.200.000\u20ac &#8211; Unfortunately, the council of Aldermen has already forgotten the word &#8220;priorities&#8221; for the 2022 budget&#8230; We are impatiently awaiting further developments &#8211; including interest rates!<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong><strong><strong>Examples of potential missed savings<\/strong><\/strong><\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The &#8216;Kleederstuff&#8217;: Instead of buying new business premises, renting a vacant shop in the pedestrian zone would have been a more advatageous alternative for the DP Maacher.<\/li>\n\n\n\n<li>House No. 3, market square: The three DP municipal councillors supported the purchase for use as office space, but not the subsequent estimate of 843,000 euros for the transformation &#8211; an unacceptable expense to the actual hour.<\/li>\n\n\n\n<li>The giant slide at the outdoor swimming pool: Although certainly fun, it does not attract additional customers to the outdoor pool and is therefore simply too expensive.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong><strong><strong>Personnel policy<\/strong><\/strong><\/strong><\/h2>\n\n\n\n<p>A reorganisation of the various departments is necessary, and the only way to work more efficiently for the benefit of the citizens.<\/p>\n\n\n\n<p>Hiring a municipal financial advisor was simply unnecessary: the guidelines are set by the college of Aldermen, and appropriate advice is provided by the finance committee (and not an &#8216;expert&#8217; hired by the college of Aldermen). Financial advisors are also available to the municipality at each bank.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong><strong><strong>The Projects<\/strong><\/strong><\/strong><\/h2>\n\n\n\n<p>It is a proven fact, that a number of constructions and construction projects of the college of Aldermen did not come from its own pool of ideas, but were already initiated by the former DP\/LSAP college of aldermen.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>the competition of ideas for the design of the market square<\/li>\n\n\n\n<li>the stepped square leading towards the Moselle promenade (rue Victor Prost)<\/li>\n\n\n\n<li>the wine bar with restaurant (the current Bistro Quai)<\/li>\n\n\n\n<li>an underground car park in the \u2018rue des Remparts\/rue de l&#8217;H\u00f4pital\u2019<\/li>\n\n\n\n<li>the relocation of the sports hall to the periphery &#8216;op Flohr&#8217;.<\/li>\n\n\n\n<li>the transformation of the previous sports and cultural centre into a purely cultural center.<\/li>\n<\/ul>\n\n\n\n<p>All these projects were and still are critically and constructively supported by the DP Maacher. The construction of the new cultural center shows in particular that this is absolutely necessary: Initially, the council of mayors only wanted to reconstruct the building after a partial demolition and completely renounce the construction of new parking possibilities. An impossibility! Only after extensive discussions, in which DP Maacher drew attention to shortcomings and missed opportunities, the planning was amended accordingly and then adopted by a majority of the municipal council.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><\/li>\n<\/ul>\n\n\n\n<h1 class=\"wp-block-heading\"><strong><strong><strong>Municipal finances since 2012 &#8211; very precisely!<\/strong><\/strong><\/strong><\/h1>\n\n\n\n<h2 class=\"wp-block-heading\"><strong><strong><strong>At that time<\/strong><\/strong><\/strong><\/h2>\n\n\n\n<p>The total amount of loans on January 1<sup>st<\/sup> 2012 was 10,687,586 \u20ac. O essencial, claro, inclu\u00eda o apoio a clubes e empresas locais durante este per\u00edodo dif\u00edcil. Infelizmente, a C\u00e2mara de Vereadores j\u00e1 esqueceu a palavra &#8220;prioridades&#8221; para o or\u00e7amento de 2022\u2026 Podemos aguardar com expectativa novos desenvolvimentos &#8211; incluindo as taxas de juro!<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong><strong><strong>Exemplos de potencial de poupan\u00e7a perdido<\/strong><\/strong><\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>O \u201cKleederstuff&#8217;\u201d: em vez de comprar uma nova loja para o DP Maacher teria sido uma alternativa mais barata alugar uma loja vaga na zona pedestre;<\/li>\n\n\n\n<li>A casa n\u00ba 3, \u201cMarktplatz\u201d: a compra para utiliza\u00e7\u00e3o como espa\u00e7o de escrit\u00f3rio foi apoiada pelos tr\u00eas conselheiros do DP, mas n\u00e3o a estimativa de custos posterior de 843.000 euros para a convers\u00e3o &#8211; uma despesa inaceit\u00e1vel neste momento.<\/li>\n\n\n\n<li>O escorrega gigante na piscina ao ar livre: embora seja uma atra\u00e7\u00e3o divertida, n\u00e3o atrai novos utilizadores para a piscina e \u00e9, portanto, simplesmente demasiado caro.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong><strong><strong>Pol\u00edtica de pessoal<\/strong><\/strong><\/strong><\/h2>\n\n\n\n<p>\u00c9 necess\u00e1ria uma reorganiza\u00e7\u00e3o dos departamentos individuais, esta \u00e9 a \u00fanica forma de conseguir um trabalho mais eficiente em benef\u00edcio dos cidad\u00e3os.<\/p>\n\n\n\n<p>A contrata\u00e7\u00e3o de um consultor financeiro municipal foi simplesmente desnecess\u00e1ria: as diretrizes s\u00e3o estabelecidas pelo Conselho de Vereadores e o aconselhamento apropriado \u00e9 fornecido pela Comiss\u00e3o de Finan\u00e7as (e n\u00e3o um &#8220;perito&#8221; contratado pelo Conselho de Vereadores).<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong><strong><strong>Projetos<\/strong><\/strong><\/strong><\/h2>\n\n\n\n<p>Alguns dos edif\u00edcios e projetos de constru\u00e7\u00e3o do Conselho de Vereadores provaram n\u00e3o ter tido origem no seu conjunto de ideias, pois j\u00e1 tinham sido iniciados pelo antigo Conselho de Vereadores do DP\/LSAP.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>O concurso de ideias para o desenho da pra\u00e7a do mercado;<\/li>\n\n\n\n<li>A pra\u00e7a escalonada que conduz ao passeio de Moselle (rue Victor Prost);<\/li>\n\n\n\n<li>O bar de vinhos com restaurante (o Bistro Quai de hoje);<\/li>\n\n\n\n<li>Um parque de estacionamento subterr\u00e2neo na rue des Remparts\/rue de l&#8217;H\u00f4pital;<\/li>\n\n\n\n<li>A mudan\u00e7a do pavilh\u00e3o desportivo para a periferia da aldeia &#8216;op Flohr&#8217;;<\/li>\n\n\n\n<li>A convers\u00e3o do anterior centro desportivo e cultural num centro puramente cultural;<\/li>\n<\/ul>\n\n\n\n<p>Todos estes projetos foram e s\u00e3o apoiados de forma cr\u00edtica e construtiva pelo DP Maacher. O facto de isto ser mais do que necess\u00e1rio \u00e9 particularmente evidente na constru\u00e7\u00e3o do novo centro cultural. Inicialmente, a C\u00e2mara de Vereadores s\u00f3 queria reconstruir o edif\u00edcio ap\u00f3s uma demoli\u00e7\u00e3o parcial e dispensar completamente a constru\u00e7\u00e3o de novas instala\u00e7\u00f5es de estacionamento. Era uma impossibilidade! S\u00f3 ap\u00f3s discuss\u00f5es aprofundadas em que a DP Maacher apontou as defici\u00eancias e oportunidades perdidas \u00e9 que o planeamento foi alterado em conformidade e depois adotado pela maioria do conselho municipal.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><\/li>\n<\/ul>\n\n\n\n<h1 class=\"wp-block-heading\"><strong><strong><strong>Finan\u00e7as municipais desde 2012 &#8211; muito concretas!<\/strong><\/strong><\/strong><\/h1>\n\n\n\n<h2 class=\"wp-block-heading\"><strong><strong><strong>Naquela altura<\/strong><\/strong><\/strong><\/h2>\n\n\n\n<p>O montante total de obriga\u00e7\u00f5es a 1 de janeiro de 2012 eram de 10.687.586 euros.
