Maulkorb anstatt Transparenz
Das Gemeindeblatt wird immer mehr als Parteiblatt der LSAP-Mehrheit benutzt und das mit wohlwollender Unterstützung der CSV-Gemeinderäte. Eine neuerliche Anpassung des internen Reglements des Gemeinderates wurde vom Schöffenrat genutzt, um Interventionen der Gemeinderäte völlig aus dem Gemeindeblatt zu verbannen. Nachdem schon ohne Vorankündigung die schriftlichen Fragen der Gemeinderäte nicht mehr abgedruckt wurden, sondern nur noch die Antworten des Schöffenrates, ist dies ein weiterer Schritt zu einer nicht demokratischen Berichterstattung aus den Gemeinderatssitzungen. Außerdem werden unbequeme Fragen als Mitteilungen des Schöffenrates behandelt, damit der Eindruck entsteht, als ob der Schöffenrat von sich aus Stellung zu der jeweiligen Problematik bezogen hätte.
Neues Abfallreglement
Bereits in der Umweltkommission bemängelten die DP-Vertreter André Befort und Jean-Marie Gansen erfolglos das neue Abfallreglement. Dem Gemeinderat wurde ein positives Gutachten seitens der Kommission vorgelegt, obwohl es darüber keine Abstimmung gab. Unsere Gemeinderäte André Friden und Ady Schanen haben daher in der Gemeinderatssitzung deutlich auf die verschiedenen Unzulänglichkeiten, unter anderem beim Berechnungsmodus, hingewiesen. Die neue Preispolitik der Müllbehälter widerspricht gänzlich dem Grundsatz der Müllvermeidung. Die von den DP-Gemeinderäten vorgeschlagenen Tarife wurden komplett abgelehnt. Die DP rät den Bürgern neben der Nutzung der verschiedenen Abfallbehälter (Papier, Bio, Glas) sich schnellstmöglich eine Restmülltonne in einer für sie passenden Größe zuzulegen, die nur alle zwei Wochen zum Entleeren bereitgestellt werden muss. Unentschuldbar sind die verspäteten Informationen an die Bürger, die erst nach Inkrafttreten des Gemeindereglements veröffentlicht wurden.
Abgeändertes Verkehrsreglement
Zusammen mit der ‚professionellen‘ Parkvignette wurde jetzt auch eine Besuchervignette eingeführt. Nicht nur die Reglementierung und die verlangten Gebühren entsprechen nicht den Vorstellungen der DP, sondern auch, dass unsere Gemeinde in drei verschiedenen Parkzonen aufgeteilt bleibt. Ebenfalls verweigerten die DP-Gemeinderäte Friden und Schanen ihre Zustimmung zum neuen Taxenreglement für die vorübergehende Nutzung des öffentlichen Raumes (z.B. bei Bauarbeiten oder Umzug …), also das zeitlich begrenzte Aufstellen von Parkverbotsschildern und die vorübergehende Änderung der lokalen Straßenverkehrsordnung. Wir sind der Meinung, dass hier der Bürger durch übertriebene Gebühren abgezockt wird: 100 Euro für eine Straßensperrung und 25 Euro für ein zeitlich begrenztes Parkverbot! Wobei mit jedem Verlängerungstag weitere 10 Euro fällig werden! Stornierungen sind grundsätzlich ausgeschlossen, die (Bau-)Unternehmen werden die unnötigen Kosten selbstverständlich an die Kunden weitergeben. Solche Praktiken sind aus unserer Sicht weder gerechtfertigt noch sozial vertretbar. Die Gemeindeverwaltung arbeitet im Dienst ihrer Bürger und sollte diese nicht unnötig zur Kasse bitten.
Gemeinsames Schwimmbad mit Rosport-Mompach
Das groß angekündigte gemeinsame Schwimmbad mit der Fusionsgemeinde Rosport-Mompach wird wegen fehlender Haushaltsmittel nicht gebaut. Das interkommunale Syndikat zum Bau, Unterhalt und der Nutzung dieses Schwimmbades, auch „Sauerdallschwämm“, ist mittlerweile auch schon aufgekündigt worden.
Durch das schnelle Anwachsen der Einwohnerzahl in unserer Gemeinde – der 5.000 Einwohner wird in den nächsten Wochen erwartet und in den nächsten fünf Jahren werden 1.000 bis 2.000 weitere Einwohner hinzukommen – wird der nächste Gemeinderat andere Prioritäten haben müssen, wie den Bau einer neuen Schule in Mertert, da die Kapazitäten der neuen ‚grünen‘ Schule in Wasserbillig bereits jetzt erschöpft sind.

Museler au lieu de la transparence
Le journal de la commune est de plus en plus utilisé comme journal de parti de la majorité LSAP et ceci avec le soutien conseils communaux du parti CSV. Une récente adaptation du règlement intérieur du conseil communal a été utilisée par le collège des bourgmestres et échevins, afin de complètement bannir les interventions des conseils communaux du journal communal. Étant donné que la publication des questions écrites des conseils communaux a déjà été arrêté sans avertissement, et qu’elle se limite désormais à la publication des réponses des collège des bourgmestres et échevins, il s’agit ici d’une mesure supplémentaire vers une information non-démocratique des conseils communaux. Par ailleurs, des questions inconfortables sont traitées comme des communications du collège des bourgmestres et échevins, ceci pour donner l’impression que le collège des bourgmestres et échevins aurait pris position de soi-même sur les problèmes.
Nouveau règlement sur les déchets
Les mandataires du DP André Befort et Jean-Marie Gansen ont déjà critiqué le nouveau règlement sur les déchets au sein de la commission de l’environnement, malheureusement sans succès. La commission a émis un avis positif au conseil communal, alors qu’un vote n’a pas eu lieu. Or, nos conseillers communaux André Friden et Ady Schanen ont déjà informé sur les insuffisances, par exemple au niveau du mode de calcule lors de la réunion du conseil communal. La nouvelle politique des prix au niveau des déchets va à l’encontre du principe de la réduction des ordures. Les tarifs proposés par les conseillers du DP ont été intégralement refusés. Le DP conseille aux citoyens, outre l’usage des poubelles spécifiques (papiers, bio, verre), de se procurer une poubelle pour ordures ménagères d’une taille appropriée, et qui ne doit être vidée que toutes les deux semaines. Le fait que les informations y référentes aient été publiées qu’après l’entrée en vigueur du règlement communal, est inexcusable.
Règlementation de la circulation amendée
Conjointement avec une vignette de parking ‘professionnel’, une vignette pour ‘visiteurs’ a été introduite. Non seulement la réglementation et les coûts y liés ne correspondent pas aux idées du DP, nous n’apprécions pas non plus que notre commune reste partagée en trois zones de parking. Les conseillers communaux du DP Friden et Schanen ont également refusé le nouveau règlement de taxation pour l’usage temporaire de l’espace public (p. ex pour des travaux de construction, un déménagement …), or le placement temporaire de plaques signalétiques d’interdiction de stationnement et la modification temporaire de la réglementation de la circulation. Nous sommes d’avis que le citoyen est arnaqué par des taxes exagérées : 100 euros pour la fermeture d’une rue, et 25 euros pour une interdiction temporaire de stationnement ! Et tout prolongement de la demande coûte encore 10 euros en plus. Des annulations sont bien-entendu exclues, les entreprises (de construction) vont bien-sûr transférer les coûts superflus aux clients. De telles pratiques sont, à notre avis, ni justifiées, ni socialement défendables. L’administration communale travaille pour les citoyens et ne devrait pas exiger de leur part des paiements inutiles.
Piscine partagée avec Rosport-Mompach
La grande piscine partagée avec les communes fusionnées Rosport-Mompach ne sera pas construite pour cause de ressources budgétaires manquantes. Le syndicat intercommunal pour la construction, la maintenance et l’utilisation de cette piscine, nommée « Sauerdallschwämm », a entre-temps aussi été résilié.
À cause de la croissance rapide du nombre d’habitants de notre commune – le 5000ème habitant est attendu dans les prochaines semaines, et dans les cinq prochaines années entre 1000 et 2000 personnes sont attendues – le prochain conseil communal va devoir avoir d’autres priorités, telles la construction d’une nouvelle école à Mertert, étant donné que les capacités de la nouvelle école ‘verte’ sont déjà épuisées à ce stade.

Silenced by lack of transparency
The community paper is increasingly used as the party newsletter of the LSAP-majority, and this with the full support of the CSV-councillors. A recent amendment to the internal regulations of the municipal council was used by the Board of Aldermen to ban the interventions of municipal councillors from the local newspaper. Following the secret decision to no longer print the written questions of the councillors, but only the answers of the Board of Aldermen, this ban is a further step towards non-democratic reporting of the municipal council meetings. In addition, uncomfortable questions are now addressed in communications of the Board of Aldermen to create the impression that the Board has taken a position on the issue on its own initiative.
New waste regulations
In the Environment Commission, the DP representatives André Befort and Jean-Marie Gansen already criticised the new waste regulations without success. The municipal council was handed a positive assessment of the commission, although there had never been a vote on it. At the municipal council meeting, our councillors André Friden and Ady Schanen therefore stressed the many shortcomings of the new regulation, among others the calculation method. The new pricing policy for waste containers completely contradicts the principle of waste prevention. The tariffs proposed by the DP councillors were completely rejected.
In addition to using the different waste bins (paper, organic, glass), the DP advises all residents to get a residual waste bin in a size that suits them and which is emptied only every two weeks. It is inexcusable that citizens were only informed about the new regulations after they had already come into force.
Amended traffic regulations
Together with the ‘professional’ parking vignette, a visitor vignette has also been introduced. Neither the regulation and the fees, nor the division of our municipality into three different parking zones, correspond to the ideas of the DP.
Likewise, the DP councillors Friden and Schanen refused to give their consent to the new regulations on the temporary use of public space (e.g. during construction work or moving …), i.e. the temporary erection of no-parking signs and the temporary change of the local road traffic regulations.
We believe that citizens are being ripped off by excessive fees: 100 euros for a road closure and 25 euros for a temporary parking ban! And a further 10 euros are due with each day of extension! With cancellations being excluded, the (construction) companies will of course pass on the costs to their customers. In our opinion, such practices are neither justified nor socially acceptable. Local authorities work on behalf of their citizens and should therefore not charge them with unnecessary expenses.
A shared swimming pool with Rosport-Mompach
Due to a lack of budgetary funds, the much-heralded swimming pool, which was planned to be shared with the community of Rosport-Mompach, will not be built. The inter-communal syndicate for the construction, maintenance and use of this swimming pool, called the “Sauerdallschwämm”, has already been dissolved.
Due to the rapid growth of the population in our municipality – the 5,000-inhabitant mark will be reached in the next few weeks and 1,000 to 2,000 more inhabitants are expected to arrive in the next five years – the municipal council will have new priorities, such as building a new school in Mertert, as the capacity of the new ‘green’ school in Wasserbillig is already exhausted.

Açaime em vez de transparência
O jornal municipal está a ser cada vez mais utilizado como papel de partido pela maioria do LSAP, com o solidário apoio dos conselheiros do CSV. Uma recente alteração ao regulamento interno do conselho municipal foi utilizada pelo conselho de vereadores para proibir completamente as intervenções dos conselheiros municipais no jornal municipal. Após as perguntas escritas pelos conselheiros municipais já não terem sido impressas sem aviso prévio, mas apenas as respostas da Câmara de Vereadores, este é mais um passo no sentido de um relatório não-democrático das reuniões do conselho municipal. Além disso, as questões incómodas são tratadas como comunicações da Junta de Vereadores, de modo a criar a impressão de que a Junta de Vereadores tomou uma posição sobre a respetiva questão por sua própria iniciativa.
Novos regulamentos sobre resíduos
Já na Comissão do Ambiente, os representantes da DP André Befort e Jean-Marie Gansen criticaram sem sucesso a nova regulamentação sobre resíduos. A comissão apresentou um parecer positivo ao conselho municipal, embora não tenha havido votação sobre o mesmo. Os nossos conselheiros André Friden e Ady Schanen, apontaram claramente, portanto, as várias insuficiências, incluindo o método de cálculo, na reunião do conselho municipal. A nova política de preços dos contentores de resíduos contradiz completamente o princípio da prevenção de resíduos. As tarifas propostas pelos conselheiros da DP foram completamente rejeitadas. Para além de utilizar os vários contentores de lixo (papel, orgânico, vidro), a DP aconselha os cidadãos a obter o mais rapidamente possível um contentor de lixo residual num tamanho que lhes convenha, o qual só tem de ser disponibilizado para esvaziamento de quinze em quinze dias. A informação atrasada aos cidadãos, que só foi publicada após a entrada em vigor dos regulamentos municipais, é indesculpável.
Alterações ao código da estrada
Juntamente com a vinheta de estacionamento ‘profissional’, foi agora também introduzida uma vinheta de visitante. Não só os regulamentos e as taxas cobradas não correspondem às ideias da DP, mas também o facto de o nosso município permanecer dividido em três zonas de estacionamento diferentes. Do mesmo modo, os conselheiros municipais da DP Friden e Schanen recusaram o seu consentimento ao novo regulamento de táxis para a utilização temporária do espaço público (por exemplo, durante os trabalhos de construção ou de mudança …), ou seja, a montagem temporária de sinais de não estacionamento e a alteração temporária do regulamento de trânsito rodoviário local. Somos da opinião que o cidadão está a ser enganado, pagando taxas excessivas: 100 euros para um encerramento de estrada e 25 euros para uma proibição temporária de estacionamento! A cada dia adicional são devidos mais 10 euros! Os cancelamentos estão basicamente excluídos, as empresas (de construção) irão, evidentemente, repercutir os custos desnecessários nos clientes. Na nossa opinião, tais práticas não são nem justificadas nem socialmente aceitáveis. A administração municipal trabalha ao serviço dos seus cidadãos e não deve pedir-lhes que paguem desnecessariamente.
Piscina comum com Rosport-Mompach
A tão anunciada piscina conjunta com o município de Rosport-Mompach não será construída devido à falta de fundos orçamentais. O sindicato intercomunal responsável pela construção, manutenção e utilização desta piscina, a “Sauerdallschwämm”, foi entretanto extinto.
Devido ao rápido aumento do número de habitantes no nosso município – os 5.000 habitantes são alcançados nas próximas semanas e nos próximos cinco anos serão acrescentados mais 1.000 a 2.000 habitantes – o próximo conselho municipal terá de ter outras prioridades, tais como a construção de uma nova escola em Mertert, uma vez que as capacidades da nova escola “verde” em Wasserbillig já estão esgotadas.
