Un bilan lamentable
Sauté comme un tigre et atterri comme une descente de lit… Ces propos sur des ambitions démesurées ne s’appliquent guère mieux à quelqu’un qu’au collège échevinal noir-vert de notre commune de Sandweiler.
Au début de cette législature, le contrat du collège échevinal était plein de promesses. Les Noirs et les Verts ont composé un bouquet d’idées qui n’étaient ni fondées ni réfléchies, mais qui se lisaient tout de même bien. Toutefois, le résultat des « bonnes intentions » y correspondait…
Il en est ressorti des erreurs de planification, comme une école sur deux sites, qui oblige les élèves et les parents à se déplacer inutilement à travers Sandweiler, même par mauvais temps, et qui a entrainé une augmentation du trafic. À cela s’ajoute une salle de gymnastique qui ne mérite pas son nom, faute de taille suffisante. Bravo pour la bonne planification. Une fois de plus, le collège échevinal noir-vert avait misé sur sa technique standard « éprouvée » : « Nous ignorons tous les conseils, car nous avons toujours raison. »
La crèche communale aurait bien besoin d’un agrandissement, mais lorsqu’une occasion favorable s’est présentée il y a des années d’acheter un terrain voisin de la crèche, il s’est passé une fois de plus au collège échevinal ce qui est habituel : rien. Aujourd’hui, le manque d’espace se fait cruellement sentir, et les Verts et Noirs se demandent ce qu’ils peuvent faire. Il ne reste qu’une chose à faire : acheter le terrain au nouveau propriétaire à un prix nettement plus élevé.
Pas de gloire
En 2021, les Verts et les Noirs ont exagéré en concevant et en planifiant un nouvel hôtel de ville comme un monument noir-vert. Au conseil municipal, ils ont pu mettre l’opposition du DP et du LSAP en minorité comme d’habitude. Mais le référendum lancé par les groupes d’opposition a montré ses limites au collège échevinal noir-vert, et cela, durement et clairement, car les citoyens de Sandweiler ne voulaient pas d’un hôtel de ville monstrueux.
Les coûts non négligeables de cette planification inutile s’élèvent tout de même à 325.000 euros ; les partis noir et vert l’auraient bien aimé passer sous silence.
L’inaction comme maxime
De toute façon, on se pose beaucoup de questions sur les actions du collège échevinal. Des frais d’avocat élevés pour 164 recours contre le plan d’aménagement général (PAG) ne surprennent pas, mais pourquoi 35.000 euros figurent-ils au budget pour un drone d’arpentage ? On ne trouve guère de drones de ce type dans les grandes villes (Zurich, par exemple). Sandweiler est une petite commune, mais avons-nous besoin d’un tel équipement technique ? Avec quelle intention ?
À l’exception des exemples cités, on ne peut toutefois pas reprocher au collège échevinal de gaspiller l’argent. Non, le collège échevinal noir-vert préfère laisser l’argent à la banque et se réjouir de la hausse des taux d’intérêt (en oubliant l’inflation). Il a le droit de le faire, mais une commune n’est pas une société d’épargne.
Par définition, l’argent dont disposent les communes doit être utilisé au profit des citoyens – si possible judicieusement. Malheureusement, le collège échevinal n’a fait aucun effort pour mettre en œuvre ce principe.
Après que le château en Espagne qu’était l’hôtel de ville se soit transformé en air chaud, la résignation s’est installée au sein du collège échevinal, peut-être aussi seulement un manque d’imagination ou une lassitude politique. Même en ce qui concerne les projets qui vont de soi et qui sont dans l’air du temps, comme l’assainissement énergétique des bâtiments communaux, rien ne bouge. Année après année, les mêmes projets sont inscrits au budget, mais sont aussi éloignés de la réalisation qu’il y a des années.
Le DP Sandweiler n’est pas le seul à être convaincu qu’il ne se passe pas grand-chose à la mairie, de nombreux citoyens le sont également. En témoigne l’enquête menée par un quotidien non proche du DP, dans laquelle il apparaît clairement que le collège échevinal a plusieurs « points à améliorer » : les habitants de Sandweiler sont toujours préoccupés par le référendum sur l’hôtel de ville et se réjouissent que le projet ait échoué, ils déplorent la mauvaise communication du collège échevinal et regrettent l’absence de places de parking. Ce dernier point est une preuve supplémentaire de la prévalence implacable de l’idéologie verte sur toute forme de civisme.
N’oubliez pas que le DP représente une alternative à l’immobilisme le 11 juin.

A lousy record
Jumped as a tiger and landed as a bedside rug… To hardly anyone applies this more than to the black-green Council of Aldermen of our municipality of Sandweiler and their all too high ambitions.
At the beginning of this legislative period, there was a council agreement that promised a lot. Black and Green put together a colourful bouquet of ideas that were neither well-founded nor well-thought-out, but at least were nice to read. However, the result of the “good intentions” turned out accordingly…
The outcome was planning errors such as a school on two sites, which forced pupils and parents to walk unnecessarily through Sandweiler, even in bad weather, and led to an increase in traffic. In addition, a sports hall that does not deserve the name due to its lack of sufficient size. Three cheers for good planning. Once again, the black-green Council of Aldermen had relied on its “tried and tested” standard technique: “We ignore all advice because we are always right.”
The municipal childcare facility (crèche) should be extended, but when there was an opportunity years ago to buy a plot of land next to the childcare facility, once again the usual thing happened in the Council of Aldermen: nothing. Now the lack of space is suddenly pressing, and Black-Green is wondering what to do. There is probably one thing left to do: to buy the premises from the new owner at a considerably higher price.
No glory
In 2021, however, Black-Green overdid it with the design and planning of a new town hall as a black-green monument. In the municipal council, they voted down the DP and LSAP opposition in their usual manner. But the referendum initiated by the opposition then showed the black-green Council of Aldermen its limits. Fiercely and clearly, because the citizens of Sandweiler did not want a monstrous town hall.
The not inconsiderable costs of the useless planning, 325,000 euros after all, would have been gladly kept secret by the black and green parties.
Doing nothing as a maxim
There are a lot of questions about the Council of Aldermen’s actions anyway. High legal fees for 164 objections against the general development plan (plan d’aménagement général, PAG) are not surprising, but why are 35,000 euros for a surveying drone in the budget? Drones of this kind hardly exist in big cities (e.g. Zurich). Sandweiler is a small municipality, but do we need such technical equipment? With what intention?
Except for the examples mentioned, however, the Council of Aldermen cannot be accused of wasting money. No, the black-green Council of Aldermen prefers to keep the money in the bank and is happy about the rising interest rates (and forgets about inflation). It is welcome to do that, but a municipality is not a savings club.
The money at the disposal of the municipalities should, by definition, be used for the benefit of the citizens – in a reasonable way, if possible. Unfortunately, the Council of Aldermen has shown no sign of making any effort to implement this guideline.
After the pipe dream of a town hall was not turned into reality, resignation spread in the Council of Aldermen, perhaps it was just a lack of imagination or political fatigue. Even in the case of zeitgeisty popular topics, such as the energy-efficient renovation of municipal buildings, Black-Green is doing nothing. Year after year, the same projects are in the budget, but they are still as far away from being completed as they were years ago.
Not only DP Sandweiler is convinced that little is done in the town hall, but also many citizens. A survey in a daily newspaper not close to the DP also indicates this, it clearly shows that the Council of Aldermen has “room for improvement”: the people of Sandweiler are still preoccupied with the town hall referendum and are glad that the project failed, they criticise the lousy communication of the Council of Aldermen and regret the lack of parking spaces. The latter is further evidence of the relentless primacy of green ideology over any civic-mindedness.
