Alternatives to the land set-aside

The European Commission decided to loosen an environmental regulation which concerns the 4% of their arable land EU farmers need to keep fallow or unproductive. Instead of maintaining fallow or unproductive land on, there are two alternatives, with EU farmers growing nitrogen-fixing crops (such as lentils, peas or broad beans) and/or catch crops on 7% of their arable land. DP MPs André Bauler and Luc Emering have asked the Minister for Agriculture, Food and Viticulture when the Minister plans to inform the European Commission whether she intends to apply this derogation on a national level, how she would subsequently proceed to inform this sector about the derogation and how this will be applied in practice.

Question

Am Kontext vun de Schwieregkeeten an den Onsécherheeten am Secteur vun der Landwirtschaft huet d’EU-Kommissioun decidéiert eng Ëmweltoplag ze lockeren, réckwierkend op den 1. Januar 2024. Dobäi handelt et sech ëm d’4% „Flächenstilllegung“. D’Iddi vun dëser Oplag ass et fir en Deel vun den Agrarfläche brooch leien ze loosse fir d’Biodiversitéit ze preservéieren an dem Buedem z’erméiglechen, sech ze regeneréieren. D’Kommissioun gesäit elo d’Méiglechkeet vir, dass all wirtschaftlech Betriber an der EU vun dëser Verflichtung ausgeholl sinn an trotzdeem weider Subsiden duerch d’Gemeinsam Agrarpolitik kréie kënnen.

Amplaz 4% vun den Agrarfläche brooch leien oder onproduktiv ze loossen, sollen d’EU-Landwirtschaftbetriber stéckstoffbannend Planzen (Lënsen, Ierbessen oder Bounen) an/oder Tëschefriichten („culture dérobée“) op 7% vun hirem Agrarland ubauen. Domadder erfëllen si d’Konditioun vun der Derogatioun. Tëschefriichte si Planzen, déi tëschent zwou Haaptkulturen ugebaut ginn.

Memberstaaten, déi d’Ausnamereegelung op nationalem Niveau applizéiere wëllen, mussen der Kommissioun dëst innerhalb vu 15 Deeg matdeelen, fir dass d’Baueren esou schnell wéi méiglech kënnen informéiert ginn.

An deem Kader wollte mer der Madamm Ministesch fir Landwirtschaft, Ernärung a Wäibau follgend Froe stellen:

1. Wéini huet d’Ministesch wëlles fir der EU-Kommissioun matzedeelen ob si d’Ausnamereegelung op nationalem Niveau applizéiere wëll?

2. Wéi géif d’Ministesch duerno virgoe fir de Secteur iwwert déi Ausnamereegelung z’informéieren a wéi géif dëst an der Praxis applizéiert ginn?

Second classroom support staff and A-EBS in cycle 1 of primary education

To ensure more effective pedagogical differentiation from the start of schooling, the coalition agreement foresees the gradual introduction of a second classroom support worker in cycle 1. This second staff member could also play a key role in the rollout of Project Alpha, especially in preparing children for literacy in German or French. Furthermore, assistants for pupils with special educational needs (A-EBS) are set to ease the workload of specialised teachers. Our MPs Gilles Baum and Barbara Agostino have submitted a parliamentary question to the Minister to clarify the implementation timeline and progress of these initiatives.

No access to biological results in the LëtzHBM study?

As part of the LNS study ‘LëtzHBM’, biological and environmental samples are collected to determine the presence of chemical substances in private households. The results of the biological samples, unlike the environmental samples, are not systematically communicated to the participants.
DP MP Dr Gérard Schockmel has asked the Minister of Health why these results are not communicated and whether this is compatible with data protection regulations.
