Starting next year, changes will be introduced to housing aid. In particular, the Service des aides au logement – which until now was part of the Ministry of Housing – will become an independent Administration des aides au logement. DP parliamentary group leader Gilles Baum presented the corresponding draft law in the Chamber of Deputies.
Thanks to this reform, applications—and therefore support for citizens—can be processed more quickly in the future. This is essential, given that over the past 10 years, a total of 436 million euros in housing aid has been paid out in Luxembourg. In 2024 alone, 32 million euros were allocated for rent subsidies (subvention de loyer) and 18 million euros for interest subsidies (subvention d’intérêts).
The service, which often serves as a first point of contact for those concerned and is in high demand, primarily handles the management of housing aid and provides guidance to applicants. It is also responsible for compiling statistics that support the Ministry in shaping its housing policy. To ensure proper internal governance of the new administration, one director and two deputy directors are planned.
The transition to an independent administration will allow for more autonomous, efficient, and streamlined operations, ultimately improving services for citizens. As a result, many files will no longer need to be sent to the Ministry, but can instead be processed directly within the new administration.
In addition, digitalisation will be enhanced, enabling faster disbursement of aid. Currently, the service processes no fewer than 20,000 transfers per month.
The DP supports the reform of housing aid, as it ultimately provides crucial support to the most vulnerable people in the housing market.
