Protecting children and young people in sports through safeguarding

“Safeguarding” in sport means protecting children and young people from physical, mental or sexual abuse or ‘grooming’. According to the coalition program, ALAD (Agence Luxembourgeoise Antidopage) should in future take on this theme and act as a national agency for integrity in sport. DP MP Mandy Minella asked the Minister for Sport when the Minister intended to introduce “safeguarding” in sport, whether ALAD would become the contact point for complaints about abuse in sport, whether there were any figures in Luxembourg indicating abuse in sport, how coaches were sensitized and monitored in their profession, and whether the Ministry wished to launch an awareness campaign in this area.

Question

Beim “Safeguarding” am Sport geet et drëms fir Kanner a Jugendlecher ze schützen, an ze garantéieren, dass de Sport kann op eng Manéier ausgeüübt ginn, dass déi bedeelegt Persounen sech wuel fillen a kengem physeschen, mentalen oder sexuelle Mëssbrauch, oder „grooming“ ausgesat sinn. D’Zil ass d’Sécherheet vun de Kanner a Jugendlechen am Sport ze garantéiere fir dass si sech voll a ganz kënnen op de Sport konzentréieren.

Dem Koalitiounsprogramm 2023-2028 no soll d‘ALAD (Agence Luxembourgeoise Antidopage) sech an Zukunft mat dem Thema befaassen an als National Agence fir d’Integritéit vum Sport agéieren. D‘ALAD wier dann eng Cellule wou Sportler a Sportlerinnen eng Ulafstell hätte fir Abusen (z.B. vu verbaler, gewalttäteger oder sexueller Natur) ze denoncéieren. En Aarbechtsgrupp, deen aus Experte besteet, wäert an éischter Phase intervenéieren an de Ministère wäert en nationalen Aktiounsplang developpéieren zu dem Sujet.

Leider ginn et international vill ze vill Abusen an et kommen ëmmer méi erschreckend Fäll eraus, an dat an alle Sportaarten, sief dat vum Amateurssport bis hin zum Profisport. No enger Etüde am Joer 2021 vun der Edge Hill University, déi vun der EU finanzéiert gouf, ass festgestallt ginn, dass op engem Echantillon vun 10.000 Leit aus 6 Länner (Éisträich, Belsch, Däitschland, Rumänien, Spuenien a UK) 3/4 vun de Kanner déi Sport praktizéiert hunn, Opfer gi ware vu psychologeschen oder physeschen Abusen.

En vue vun den Olympesche Spiller 2024 zu Paräis wier lo sécherlech de Moment räif fir sech méi mat dem Thema ofzeginn.

An deem Kader wollt ech dem Här Sportsminister follgend Froe stellen:

  1. Wéini huet de Minister wëlles de “Safeguarding“ am Sport anzeféieren ?
  2. Gëtt d’ALAD d‘Ulafstell fir Beschwerden am Fall vun Abusen am Sport?
  3. Ginn et Zuelen zu Lëtzebuerg déi d’Abusen am Sport uginn?
  4. Wéi ginn Trainer an Trainerinnen an hirem Beräich sensibiliséiert a kontrolléiert?
  5. Huet de Ministère wëlles eng Sensibiliséierungskampagne an deem Domaine ze lancéieren?

As part of the LNS study ‘LëtzHBM’, biological and environmental samples are collected to determine the presence of chemical substances in private households. The results of the biological samples, unlike the environmental samples, are not systematically communicated to the participants.
DP MP Dr Gérard Schockmel has asked the Minister of Health why these results are not communicated and whether this is compatible with data protection regulations.

How long are the waiting times at the “Travel Clinic”?

If you are travelling to tropical regions, you can get advice and be vaccinated against various diseases at the CHL’s “Travel Clinic”. However, the waiting times at this clinic are currently said to be quite long.
DP MPs Dr Gérard Schockmel and Gilles Baum have asked the Minister of Health how many patients have been seen at the “Travel Clinic” over the last ten years, how waiting times have developed over this period and whether it would not make sense to make it possible to book appointments online, as is the case with many other CHL services.
