A Voice for the Rule of Law and Solidarity

Defending freedom, strengthening partnerships and representing Luxembourg’s interests in an uncertain world: these were the central themes of Deputy Prime Minister and Minister for Foreign Affairs Xavier Bettel’s foreign policy statement to the Chamber of Deputies on Tuesday, 27 October 2026. DP MP Gusty Graas, chair of the parliamentary Foreign Affairs Committee, expressed his support for this approach and called for a Europe built on responsibility and solidarity.

For Xavier Bettel, foreign policy is closely connected to people’s everyday lives. Wars, disrupted trade routes and international tensions have a direct impact on energy and food prices, as well as on the economy. Luxembourg must therefore deepen its existing relationships and diversify its international ties by forging new partnerships.

Supporting Ukraine Means Strengthening Luxembourg’s Security

Russia’s war of aggression against Ukraine remains a fundamental challenge for Europe. It is a war that calls into question the very foundations of European security and international law. Luxembourg will therefore continue to stand firmly by Ukraine.

“Even if the war must ultimately be brought to an end at the negotiating table, we must ensure that those negotiations lead to a lasting and just peace.” – Xavier Bettel

For that to happen, Russia must recognise its neighbour’s sovereignty. Solidarity also means holding those responsible for the aggression accountable. Luxembourg therefore supports the special tribunal in The Hague.

For Gusty Graas, Ukraine must have a seat at the negotiating table whenever its future is being discussed. Ukrainians are also defending peace in Europe and the democratic values we share.

“Russia is the aggressor. Russia started this war, and Russia must take responsibility for bringing it to an end.” – Gusty Graas

Hybrid attacks, acts of sabotage and attempts to destabilise Europe must also be taken seriously, warned the liberal parliamentary group’s spokesperson on foreign affairs.

A Path Forward for the Middle East

The two-state solution remains the path towards lasting peace between Israel and Palestine. For Xavier Bettel, Luxembourg’s recognition of Palestine represents an important step. What is needed now is tangible progress on the ground.

This includes a democratic future for Palestinians, the disarmament of Hamas, Israel’s fulfilment of its commitments and an end to Israeli settlement policy in the West Bank.

As a common European response has so far failed to secure sufficient support, Luxembourg intends to adapt its legal framework to prohibit direct imports from illegal settlements in the occupied territories. Xavier Bettel stressed that this would be a targeted measure, not a general trade embargo against Israel. Gusty Graas welcomed this approach:

“The government has shown courage on this issue.” – Gusty Graas

Making Better Use of Our Strengths

Relations with the United States remain essential for Luxembourg, Xavier Bettel emphasised. Friendship, cooperation within NATO and economic ties must continue to be nurtured. At the same time, Europe must assume greater responsibility for its own security.

For Gusty Graas, the answer to international uncertainty lies in a Europe capable of taking decisive action. This requires a strong single market, greater economic competitiveness and an unwavering commitment to the rule of law.

“Simplification must not be confused with deregulation.” – Xavier Bettel

EU enlargement remains a strategic priority for Luxembourg. However, progress must continue to depend on genuine reforms, an independent judiciary and respect for democratic values.

In this context, Gusty Graas warned against far-right extremism, which threatens freedom, democracy and European unity. Precisely what makes us strong: our European solidarity and cohesion.

Open Borders, New Partnerships

Luxembourg benefits greatly from the Schengen Agreement. Border controls therefore disrupt the daily lives of citizens and cross-border commuters and harm the economy. Xavier Bettel will consequently continue to advocate for open borders and close cooperation with neighbouring countries.

Luxembourg will also expand its diplomatic network. Economic missions and new partnerships in Asia, the Americas and Africa are intended to attract new businesses and investment while deepening international cooperation. Africa, a continent with enormous potential, must also be recognised as a hub of innovation, young talent and economic opportunity.

Foreign policy also provides a direct service to citizens. Xavier Bettel pointed to consular assistance in times of crisis, notably the repatriation of 550 people from the United Arab Emirates. An effective diplomatic network enables Luxembourg to respond swiftly in emergencies.
