The 2027 state budget was tabled and presented in the Chamber of Deputies today. Carole Hartmann was appointed budget rapporteur by the Finance Committee before the summer.
In this role, the DP MP will focus on investment in the future. While this government has already introduced a range of measures, it is important to examine more closely which areas will require further substantial investment in the coming years to prepare our country for tomorrow’s challenges.
Investment in the future covers a wide range of areas. These include energy supply and climate policy, education and training, innovation and the competitiveness of our economy, as well as housing, transport and the expansion of healthcare infrastructure. We must also invest in digitalisation, security and social cohesion. Another important consideration is how to strengthen people’s purchasing power and the labour market.


The central question is therefore: how can we make targeted, effective investments in the future while maintaining sound and sustainable public finances, which underpin the funding of our welfare state?
To incorporate a range of perspectives from the ground, the budget rapporteur is meeting stakeholders from a wide variety of sectors. These include representatives from business, energy and climate, transport, housing and education, as well as digitalisation and cybersecurity. The social partners and various civil society organisations are also involved.
These meetings are primarily an opportunity to listen to people’s practical experiences, take stock of what has already been achieved and identify where further efforts are needed. The discussions will help identify the most important areas for investment and refine priorities for the future.
The first meetings began in the summer and will continue until early December. They will give the budget rapporteur a broad overview of the challenges and opportunities facing Luxembourg in the coming years.
