Access to culture – for everyone

Luxembourg will maintain its high level of investment in culture. This is not symbolic politics, but a clear choice in favour of the country’s social cohesion, DP Minister for Culture Eric Thill said on Tuesday at the presentation of the national action plan for access to culture.

For the government, culture contributes to the identity of our multicultural and multilingual country; it broadens horizons and fosters a critical and creative mindset. It is therefore a pillar of living together, strengthening the country’s plurality and democracy, and grounded in participation, access and the promotion of culture.

On the one hand, culture strengthens, identity and the sense of belonging to a community and, on the other, helps broaden horizons and develop the critical thinking of citizens.

First and foremost, the aim is to remove the barriers that have so far prevented certain target groups from accessing culture. The doors to culture must be opened to everyone, Eric Thill stressed, whether on a physical, socio-economic, geographical or symbolic level.

The national action plan Access to Culture consists of 33 objectives and 99 concrete measures, grouped under seven priorities:

  • citizen participation, diversity and cultural inclusion
  • visibility and communication of the cultural offer
  • territorially balanced cultural development and cultural provision
  • cultural education and arts education
  • cultural mediation
  • promotion of cultural heritage
  • cultural tourism

In addition, the plan also strengthens the role of artists in Luxembourg through better networking, greater visibility and the nationwide development of infrastructure.

The participatory action plan will be implemented in stages through 2030 and will be accompanied by a steering group responsible for strategy, coordination and on-the-ground follow-up.

The budget for the next five years amounts to €13.5 million.
