A scientific committee to consult the Minister of the Economy?

Statistical analysis, together with other scientific methods, can help the government to find the right solutions to many different problems. In Germany, for example, it is common practice that the Minister of the Economy is advised by a scientific committee. In this context, our MP André Bauler wondered whether Luxembourg could also benefit from the creation of such an advisory panel.

„An Däitschland gëtt de Bundeswirtschaftsminister bei wirtschaftspolitesche Froen vum sou genannte „Wissenschaftlicher Beirat beim Bundesministerium für Wirtschaft und Energie“ beroden. Dësen onofhängegen Gremium setzt sech aus éierenamtlechen Experten a Wëssenschaftler zesummen.

Hei zu Lëtzebuerg hu mir kee sou ee Gremium. Ausserhalb vum klassesche Budgetsexercice hu mir just de Statec, deen eis vun Zäit zu Zäit Berichter iwwer d‘Lag vun eiser nationaler Wirtschaft an d‘Staatsfinanze presentéiert. Ma de Statec huet awer keng direkt Berodungsmissioun zu verschiddene Politicken.

Och op der Uni gëtt et keen Institut, dat sech mat der Entwécklung vun eiser Wirtschaft befaasst an Analysen op Base vu statisteschem Material a wëssenschaftlechen Methode mécht.

Virun deem Hannergrond wollt ech dem Här Wirtschaftsminister folgend Froe stellen :

  • Ass den Här Wirtschaftsminister gewëllt fir en onofhängegt Gremium ze schafen, dat Analyse mécht a Recommandatioune formuléiert fir d’Regierung an hirem Entscheedungsprozess ze begleeden? Wa jo, kéint de Minister sech virstellen, datt sou e Gremium oder „wissenschaftlicher Beirat“ och Propose kéint formuléieren, déi am Parlament opgegraff a kontradiktoresch diskutéiert géife ginn?
  • Ass den Här Minister villäicht och gewëllt eng „Chaire en économie luxembourgeoise“ op eiser Uni anzeféieren a finanziell ze ënnerstëtzen?“

Answer

According to the minister in charge, it would not make sense for a small country like Luxembourg to introduce an advisory body similar to Germany’s “wissenschaftlicher Beirat”. In fact, the Ministry of the Economy regularly consults the “Observatoire de la compétitivité” and the “Conseil national de la productivité”, which include university researchers among others. In addition, the recently created cell “Luxembourg Stratégie” will guide the vision and the development of the national economic strategy.
