How many people have changed their name so far?

In December, the new law was passed that should simplify the process of changing the name or first name. How many people have used this opportunity so far, how long does the process take and are all applications successful? Our deputy Carole Hartmann asked the Ministry of Justice.

« En décembre 2020, la Chambre des Députés a voté la loi sur le changement du nom et des prénoms et portant modification de la loi modifiée du 8 mars 2017 sur la nationalité luxembourgeoise. Il me revient qu’un certain nombre de demandes aurait déjà été introduit.

Dans ce contexte, j’aimerais poser les questions suivantes à Madame la Ministre de la Justice :

  • Combien de demandes de changement de nom ou de prénoms ont été déposées depuis l’entrée en vigueur de la loi du 19 décembre 2020 ?
  • Sur base de quels motifs les différentes demandes ont-elles été déposées ?
  • En moyenne, quelle est la durée d’attente avant que la réception d’une demande soit confirmée au demandeur ? Combien de temps faut-il en moyenne entre le traitement et l’achèvement d’une demande ?
  • Parmi les dossiers reçus, à combien de demandes le Ministère a-t-il pu réserver une suite favorable ? Combien de demandes ont été refusées et pour quelles raisons ? »

Answer

Since the introduction of the law on the change of surname and forenames, 306 requests have been filed until the 3rd of June 2021. The main reasons for the requests are among others the adaptation of the name to Luxembourgish customs, the inversion of the order of the first name or of the components of the name, the deletion of one or more first names or even moral harassment as well as reasons of personal convenience. The applicant must wait about 2 months for the confirmation of receipt of his file, and, on average, 10 months for the communication of the ministerial order approving or refusing his request. As of January 1st, 104 cases have been closed, and the change has been granted to all requests.

Crushing of materials in the green zone

DP MPs Luc Emering and André Bauler put a number of questions to the Minister for the Environment concerning the crushing of materials in the green zone. In particular, they wanted to know whether a nature protection authorisation was required for this and why every authorisation issued for buildings in the green zone did not mention that recycled materials should be used.
